JOB DESCRIPTION – Administrative Assistant/Deputy Clerk

 

QUALIFICATIONS:

1.   High school diploma or equivalent.

2.   Experience using various computers, computer programs and Administrative softwares.

3.   Accounting skills, business management, computer and other related office skills.

4.   Personality conducive to working with the public, staff, and administration on a daily basis.

5.   Must possess good spelling, math, typing, and filing skills.

6.   Health and Inoculation Certificate on file in the central office (after employment offer is made).

7.   Desire to continue career improvement by enhancing skills and job performance.

 

REPORTS TO:  Superintendent and Board of Education.

 

PERFORMANCE RESPONSIBILITIES:

1.   Calculates time sheets, prepares district payrolls, and maintains financial accounting of the district to ensure all payroll aspects are properly accounted for and conform to state, federal, and district guidelines. 

2.   Deduct annuity payments, deduct health insurance premiums and submit necessary change forms, termination and new enrollment forms. Enter changes regarding W-4’s, TSA’s, insurance, etc. for each employee.

3.   Coordinate and process all direct deposit applications, pre-notify bank, deliver to bank direct deposit disk 2-4 days prior to payday.

4. Create payroll reports for FICA, KPERS, Federal and State withholding, quarterly 941 reports and prepares vouchers monthly for payments to insurace companies. 

5.  Ensure all electronic fund transfers are completed accurately and within the time limits required so as not to incure penalties or fines. 

6.   Serve as Designated Agent for KPERS. Process requests for KPERS retirement benefits and withdrawal of funds, beneficiary changes, and name/location changes for all district employees and maintain annual KPERS report and submit official report in January for previous year.

7.  Process W-2's annually for each employee and upload reports to state and federal govenments.

8.   Maintain all confidential personnel files; generating computer documentation of all pertinent personnel records and handles all personnel-related matters in a professional, cooperative and confidential manner.

9. Prepare paperwork for new employees and appropriate documents for their employment and assists new employees in completion of necessary district, state and federal forms. Maintain current file of emergency contacts for each employee.

10. Prepare and process paperwork involving any change in status of employees, including transfers, termination and any salary adjustments.

11. Assure that all payroll information is maintained and available in report form for state and independent auditors, working with auditors in a professional and cooperative manner.

12. Verify that each employee has submitted a Section 125 form and that all forms have been completed at open enrollment, or upon initial hiring, for insurance, etc.

13. Maintain records of leave for each employee and calculate annual leave buy-back for each employee, with payment at end of employee’s regular school work year.

14. Maintains current listing of substitute teachers and classified substitutes.

15. Serve as deputy clerk, taking minutes at BOE meeting in absence of the clerk of the board and fulfill the responsibilities of the clerk of the board in the event of his/her absence.

16. Serve as administrative assistant to the superintendent of schools.

17. Maintain records of teacher licensures, employee driver’s licenses, CPR/First Aide Certificates, bus drivers documents and expiration dates.

18. Utilize accounting software to produce appropriate reports as necessary or when requested.

19. Obtain, gather and organize pertinent data as necessary and assist with typing, reports and correspondence as directed by the superintendent.

20. Assists board clerk with the preparation of salary contracts, supplemental contracts, classified staff letters and monthly bank reconciliations.

21. Provide office and clerical support in the publication of district documents and forms, create and maintain district web page, update state teacher vacancy web site, update handbooks and prepare for distribution, create district calendar, print and distribute school calendars and assist with the efficient operation of the school district.

22. Assist in answering the Central Office telephone and greeting visitors when necessary. Picks up and delivers district mail to/from the Post Office. Run errands, deliveries, purchase supplies, etc. as needed.

23. Communicate and work effectively and cooperatively with members of the school district and community.

24. React to change and frequent interruptions in a professional, productive and positive manner, meeting deadlines as assigned.

25. Respond to information requests in a cooperative, courteous, and timely manner.

26. Work to implement the vision and mission of the district; observe and follow all school district policies at all times, and support the value of an education.

27. Keep student and personnel information and records confidential.

28. Submits Bureau of Labor monthly statistics, SDAC Random Moment/Medicaid reports, DOT Drug and Alcohol testing and training.

29. Prepares and checks district bus expenses monthly and tracts information according to each bus or vehicle.

30. Ability to operate new and emerging technology equipment, software, and navigate socail media programs identified by USD #252.

31. Take minutes of Negotiation meetings and prepares Negotiation Handbook.

32. Ability to implement and follow all district health and safety policies, including all precautions of the Bloodborne Pathogens Exposure Control Plan. 

33. Ability to handle a fast-paced, intense work environment.

34. Ability/willingness to work a daily schedule that could demand an extended workday.

35. Successfully pass CPR Training (every two years) and Defensive Drive Training (every three years; if transporting Students).

36. Perform other tasks and assume other responsibilities as directed by the superintendent.

 

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:

     1.  Requires prolonged sitting or standing, and use of equipment including repetitive motions and computer eye fatigue.

     2.  Occasionally requires physical exertion to manually move, lift, carry, pull, or push heavy objects or materials.

     3.  Occasionally requires stooping, bending, and reaching.

     4.  Must occasionally work in noisy and crowded environments, with numerous interruptions.

 

Term of Employment:  12 Month Contract

 

Evaluation:  Performance effectiveness evaluated in accordance with Board of Education Policy.
